The Ministry of Justice of Ukraine gradually decentralizes its powers. Delivering of administrative services to citizens smoothly goes into the competence of local authorities and notaries. After transferring the real estate and business entities registration to local authorities the next step will be transferring the functions of civil registration. The Minister of Justice P. Petrechenko suggests that the majority of services will be provided by notaries, except the death registration as the latter needs contacts with other government agencies. It is expected that by October the Ministry of Justice will develop and bring to Verkhovna Rada a bill that will regulate the process of transferring services of civil registration to local authorities.
