The right of access to the Internet is proposed to include to the Civil Code of Ukraine (bill number 2849).
The right of access to the Internet worded as follows: the individual has the right to access and this right can not be limited. Restrict access to certain data can be established only by a court decision on the illegality of such data.
The need for this bill authors justify the fact that today in Ukraine, access to the Internet is not as that guaranteed by the state, along with other human rights. So likely remain are situations where Internet access may be restricted.
One issue that arises in making these changes – the right of prisoners to have access to the Internet. After all, prisoned persons are very oftenly using phones for frauds, so same could be with Internet access.
