From September 1 there are some changes to legislative norms defining the powers of public authorities in public architectural control. The process of decentralization has started. Till now some powers of State Architectural-Construction Inspection of Ukraine will be delegated to structural departments of Kyiv and Sevastopol city state administrations, executive bodies of local authorities.
From now on all matters relating to the registration, cancellation of documents on issues of preparation and construction works will be decided by different bodies depending on the complexity of the construction object and their location. Village council will decide all questions about the objects of I, II, III category of complexity in settlements. City council will decide all questions about the objects of I, II, III, IV category of complexity in settlements. The State Architectural-Construction Inspection of Ukraine with the help of inspectors will decide all questions about the objects of all categories of complexity which are outside the settlements. These inspectors also will make decisions about the objects of V category in cities and IV, V category in villages.
